Govt Undergoes Job Restructuring; Director Posts to Be Phased Out

I n a sweeping move aimed at reducing redundancy, Uganda’s government is moving to eliminate the title of Director across public service entities. Letters sent to all ministries, departments, and agencies (MDAs) mandate this change, which will also affect commissioners and equivalents in functions such as planning, policy, human resources, procurement, and administration. 0
Cabinet Decision & Implementation Timeline
The directive follows approval by Cabinet back in **February 2021**, specifically under Minute 190 (Cabinet-Ticket 2022). Under the new arrangement, many duties currently held by directors will be absorbed into a unified Department of Finance and Administration, reporting to an Undersecretary. 1
Who’s Affected
The changes will touch positions in HR management, administration, planning, policy analysis and procurement. These roles will either be merged or abolished depending on their overlap. State agencies are also expected to follow. In police service, for example, Director titles will be replaced with ranks like Assistant Inspector General; deputies would shift to Senior Commissioner. 2
Support & Exit Terms for Affected Officers
Those whose posts are being removed will still receive counselling and severance benefits. For some, there’s chance to apply for newly structured positions—though not all will succeed. The government intends to complete the restructuring by December, with benefit payments expected by around mid-2026. 3
Rationale & Expected Impact
The public service reform, referred to as RAPEX (Rationalisation of Government Agencies and Public Expenditure), aims to cut down duplicative roles and reduce costs. Government argues merging similar functions will improve efficiency and clarity in who does what.
