NEC Hands Over Refurbished Mary Stuart Hall to Makerere University

The National Enterprise Corporation (NEC) has officially handed over a fully refurbished Mary Stuart Hall to Makerere University, following a year-long renovation that cost UGX 10.5 billion. The project commenced on 26th July 2024 and concluded on 25th July 2025.
This is one of three projects NEC is undertaking at the university, including the renovation of Lumumba Hall and construction of a perimeter wall. These projects follow a presidential directive to improve all halls of residence, aiming to enhance student living conditions and welfare.
Vice Chancellor Prof. Barnabas Nawangwe praised NEC's work, saying, “This facility looks better than some hotels.” He also thanked the First Lady and Minister of Education and Sports, Mama Janet Museveni, for her unwavering support. He urged students to take care of the facility, stressing that the renovations were intended to promote leadership and academic excellence.
Prof. Anthony Muwagga Mugagga, Principal of CEES and representative of the DVC (Finance and Administration), commended the government’s support and stated, “There is value for money.” He urged student leaders to promote responsible use of the renovated facility.
Lt. Gen. James Mugira, NEC Managing Director, described the project as a symbol of female empowerment and reaffirmed NEC’s commitment to quality and timely delivery. “A healthy mind, in a healthy body,” he emphasized, highlighting the importance of decent accommodation in academic and social wellbeing.
Mr. Simon Kizito, Deputy University Secretary, extended gratitude to the President, the Ministry of Education and Sports, and the Ministry of Finance for ensuring timely release of funds. He also acknowledged the Directorate of Estates and Works.
Dr. Kenneth Ssemwogerere led officials on a tour of the facility, showcasing upgrades that include disability-friendly features such as lifts and ramps. Dr. Rodney Rugyema from the Dean of Students’ Office noted that the hall now accommodates 521 students and called it a landmark for student welfare.
Guild President H.E. Ssentamu Churchill James lauded the administration and NEC, applauding the Vice Chancellor’s active involvement in student issues.
Hall Chairlady Ms. Anthea Ampaire described the reopening as a beacon of hope. “Mary Stuart Hall is more than a residence; it’s a sanctuary for women,” she stated during the official cake-cutting ceremony.
Dr. Kenneth Ssemwogerere, Head of Architecture at CEDAT, emphasized that the renovation was a collaborative effort involving both students and staff.
Following this successful handover, NEC is now set to begin works on the Centre for Continuing Education (CCE) Hall, also known as Complex Hall, in line with the ongoing presidential directive to modernize student accommodation across public universities.
