Aden Duale Suspends 40 Facilities From SHA in Major Fraud Crackdown
Health Cabinet Secretary Aden Duale has suspended 40 hospitals from the Social Health Authority (SHA) programme following findings of fraudulent operations. Speaking at a press briefing, Duale announced that these facilities will remain out of the SHA network until investigations by the Directorate of Criminal Investigations (DCI) are concluded.
According to Duale, suspended institutions will be publicly listed via a Gazette notice in due course. During the suspension, they will not enjoy any SHA benefits, and the government will move to recover funds received through inflated or false claims.
The fraudulent practices highlighted include multiple billing, reclassifying outpatients as inpatients to inflate charges, and abusing both pre‑authorization and patient access codes—all actions the CS condemned as criminal and unethical.
In addition to the hospital suspensions, Duale revealed disciplinary action against 12 health professionals: eight doctors from Nairobi, Bungoma and Kilifi, and four clinicians from Nairobi and Homa Bay counties. Their SHA access rights were revoked across digital platforms, with further action pending from relevant professional bodies.
Duale reiterated the ethical duty owed to Kenyans by healthcare providers: “Any provider whose information is used to defraud SHA will be held personally liable,” he warned, as the government intensifies efforts to protect the integrity of the country’s public healthcare financing system.
